Due to the query regarding the letter to inform you that we have n.428/2012-GAPRE:
1 - First, thank you for your willingness to consult the Church in the person of Archbishop Anuar Battisti us about the proposal that comes to draft law on the issue of municipal solid waste (trash);
2 - We, priests who worked in parishes located in Maringá, we met on the morning of Wednesday (21 March 2012) to analyze the content of the draft. We verify that this is generic standard, in which are related to the duties of the state with the population, which relate to protection of health and environment;
3 - At first sight, seemed that everything was proposed in this draft already contained in Federal Laws (Lei. 6.938/81: which deals with the National Policy of the environment; Lei. 12.305/2010: which instituted a National Solid Waste Policy and Law 9.605/98: dealing with the Environmental Crimes).
4 - We also assess that it is not possible to agree with the proposal of proceeding immediately to a bill that is the subject of great relevance to society. No sense defending democratic, a text of this magnitude should be made with sufficient time for broad discussion and then forwarded to the Legislature. Therefore, recommend that this proposal is not forwarded to the Legislative Emergency Regime.
5 - We hope that the dialogue will continue. However, that it is documented, again, the Archdiocese of Maringá favors a waste disposal policy that favors non-generation, reduction, reuse, recycling and composting, as stipulated in the Act establishing the National Policy on Solid Waste and against the project of construction of the plant for the incineration of municipal solid waste in Maringa.

“… The justice department of the State of Paraná to notify the Mayors of their respective Counties to ban outright the solid waste incineration, either as a protection of the health of the entire population against the emission of carcinogenic pollutants, is a measure of environmental protection, also measure income protection of the population that survives the sale of recyclable solid waste. "
